Council approve retention application relating to €23m Harbour Road project
Planners with Westmeath County Council have granted retention planning permission for a significant Mullingar residential development.
Kelbuild Limited had sought retention planning permission for the development at Harbour Road / Martins Lane, Robinstown (Tyrell), Mullingar.
The applicant had sought permission for the retention and completion of a number of blocks. These included: alterations to duplex block 01–08, block 09–15 including crèche building, block 16–19, block 20–27, block 60–67, block 68–75 and apartment block 80-95 inclusive, as previously approved by the local authority planners.
The revisions include minor changes to building heights and building widths, positioning on site, and the associated car parking layouts. Permission would also cover the provision of 15 additional parking spaces to the 123 approved under the previous planning permission.
The project was initially granted conditional planning permission in November 2022. There were no public submissions on file for the five-week public consultation period in relation to the planning application.
The single additional condition was that the development is carried out in accordance with conditions of the parent permission, save as for the amendments authorised as amended on July 31, 2025.
