Plans propose restoration of protected structure

An application to Westmeath County Council planners for the reinstatement of a protected structure agricultural complex into accommodation for letting could be concluded by March.

Brian Gaynor made a pre-validation approach to the local authority planners about the “unusual and interesting” agricultural buildings at Laragh, Ballynacargy.

Mr Gaynor’s application seeks the restoration of the existing abandoned herd house and adjoining barn and storage sheds for use as “habitable accommodation for a single commercial letting”. The proposed works will consist of reinsertion of a brick chimney stacks, roof repair, reinsertion of windows, electrics servicing and flooring.

The application covers the provision of two new openings to internal walls, removal of loft floor, reinsertion of replica external porch, external landscaping and ancillary site work including new septic tank and percolation area.

The plans also cover the re-roofing of an external open sided shed currently unroofed and the moving of the cattle yard and crush to a rear field.

The inventory of architecture indicated that the structure was built around 1820 and has a pitched natural slate roof with single rendered (brick) chimney stack associated with a former dwelling house.

The building is located adjacent to a small country road to the south-east of Ballynacargy, south of Balroe Bridge and the Royal Canal.

The inventory says of the building: “The metal window frames are an unusual feature. The purpose of this structure is difficult to ascertain.

“It has the appearance of an agricultural building associated with a country estate. However, its location in close proximity to the Royal Canal suggests that it may have been used as an agricultural warehouse associated with this inland waterway. The good limestone walls and fine wrought-iron gates add to this peculiar composition.”

The planners received the pre-validation approach early last week and have indicated they may reach a decision by March 2, 2026.
