Delvin estate developer must provide zebra crossing and path

The developer who has just received An Coimisiún Pleanála approval for a development of 19 new dwellings for Delvin, is being required to provide a footpath and a zebra crossing nearby to service the new homes.

Melvin Properties Ltd has been given the green light to build a mix of four-bed homes and three-bed homes in six terraced blocks at Athboy Road, Castletowndelvin, Delvin.

The firm had appealed conditions imposed on the development when Westmeath County Council initially granted permission to the applicants in January of this year. The original application was for 21 units, but that was amended by the developer to 19.

An Coimisiún Pleanála also received a third-party objection to the project, from Anthony Kelly. Mr Kelly, who lives in an adjacent plot, was not seeking refusal of the application, but modifications to protect his home from being overlooked.

On the recommendation of its inspector, the comisiún opted to grant permission, stating that it was considered that, subject to compliance with conditions, the proposed development would be acceptable at the location, would provide for an acceptable form of residential development, would not seriously injure the residential or visual amenities of the area, and would provide an acceptable standard of residential amenity for future occupants.

It also determined that the proposed development would not give rise to a traffic hazard, would be adequately serviced, and would not adversely affect the integrity of any European sites.

Among the conditions is one requiring that the developer provide a zebra crossing on the N51 Athboy Road, and a new footpath, with lighting, along the entire site frontage on the N51 Athboy Road.

In addition, proposals for an estate/street name, house numbering scheme and associated signage are to be submitted to, and agreed in writing with, the planning authority prior to the commencement of development.

The site on which Melvin Properties intends building the homes is on the northern side of the N51 (Athboy Road) approximately 230 metres east of the village centre.
