Permission for work on gate lodge granted
Westmeath County Council have granted planning permission for the restoration and extension of a protected gate lodge at Killua, Clonmellon, subject to nine conditions.
The permission, granted to Eugene Sheridan covers the refurbishment of the existing lodge dwelling and the construction of a sympathetic extension on its north and east sides. The building is a protected structure, listed as a gate lodge in the record.
The approved development also includes a domestic garage, upgrades to the existing entrance to the public road, and the installation of a wastewater treatment system and percolation area in line with EPA recommendations.
In the decision, the council said the proposal, subject to conditions, accords with the Westmeath County Development Plan and represents proper planning and sustainable development of the area.
A central condition of the approval is that the derelict lodge must be retained, reused and refurbished rather than demolished and rebuilt. Demolition will only be permitted for elements specifically identified for removal in the approved plans, unless further planning permission is secured. The developer must also complete the landscaping and boundary works shown on the approved plans before the property is occupied, unless otherwise agreed by the council. Planting must be maintained for five years, and damaged or failed trees, shrubs and hedging replaced during the following planting season.
Road safety and drainage requirements form another significant part of the permission. Sightlines at the entrance must be maximised and maintained, while surface water from the site cannot be allowed to flow to the public road or interfere with roadside drainage. Roof and other uncontaminated surface water must be kept separate from foul drainage and directed to on-site soakaways.
The wastewater treatment system must be installed and operated in accordance with the approved plans, manufacturer guidance and the EPA code of practice. A qualified engineer must certify its installation and commissioning within three months of completion.
Construction activity will be restricted to 7am to 7pm on weekdays and 8am to 2pm on Saturdays, and no work allowed on Sundays or public holidays except with prior written approval.
A development contribution of €400.69 is payable before works begin. The figure reflects a 50 per cent reduction for protected-structure works.
The grant will issue after the statutory appeal period, provided no appeal is lodged with An Coimisiún Pleanála.
